Public payrolls are relatively high in the MENA region, reflecting both structural features of these countries as well as a tendency of policy-makers to employ wage bill policies to pursue multiple goals, such as reducing unemployment and distributing oil wealth. However, high public wage bills have not produced better socio-economic outcomes. This warrants re-thinking the region’s approach to managing public employment and compensation.
