Government Finance and Public Sector Debt Statistics (GFS/PSDS)
Target Audience
Government officials from India and Indian states whose main responsibility is compiling public finance statistics.
Qualifications
Participants are expected to have a degree in economics, statistics or a related field, engage in regular compilation or use of GFS and/or PSDS, and have proficiency in Microsoft EXCEL and WORD.
Course Description
This course, presented by the IMF Statistics Department, focuses on both the conceptual framework of government finance statistics (GFS) as presented in the IMF Government Finance Statistics Manual 2014 (GFSM 2014), as well as on practical aspects of data compilation, with emphasis on the fiscal data of India's state governments. GFS concepts, accounting principles, and detailed classifications are dealt with, along with the sources and methods used for compiling the statistics and applying these to fiscal analysis. It also deals with reporting data to the IMF. Central to the course is a series of case studies.
Course Objectives
On completing this course, participants should be able to:
• Explain the basic concepts, definitions, and accounting principles in the integrated GFS framework.
• Classify basic government flows and stock positions according to GFSM 2014.
• Apply the general principles to classify an entity in the public sector and in relevant subsectors, such as the general government and public corporations.
