Target Audience

Mid-senior level officers from Ministry of Finance and line ministries who can use these tools to quantify and assess the implications of fiscal risks and identify potential steps to mitigate them.


Qualifications

No formal qualifications are required. Basic understanding of the concepts of fiscal risks and associate costs would be helpful.

 

Course Description

This workshop marks the culmination of the webinar series on Fiscal Risks, delivered by SARTTAC during the current year. The sessions will be delivered remotely and build on the webinars by using a case study approach to demonstrate tools developed by IMF to identify, quantify and manage fiscal risks associated with government guarantees, state owned enterprises and public private partnerships. Each day of the workshop will be devoted to developing an understanding of one tool.


Course Objectives

Upon completion of this workshop, participants should be able to:

- Develop a basic understanding of the tools presented during the workshop. 
- Learn how to use the Fiscal Risk Assessment Template to identify and quantify government's exposure to key fiscal risks.
- Understand key analytical components of SOE financial analysis and the use of IMF's SOE Health Check tool that allows users to conduct such analysis.
-Develop an understanding of the tool developed by IMF to analyze loans and explicit guarantees provided by governments. develop an appreciation of the use of PFRAM to assess the potential fiscal costs and risks arising from PPP projects.
