Mr. Jacques Loubert is the Financial Supervision and Regulation advisor with IMF/SARTTAC (South Asia Training and Technical Assistance Center). Jacques retired from the Banque of France in July 2017 as Inspector General and Head of Mission with the French Prudential and Resolution Supervisory Authority. During his 40 years’ career as banking supervisor and regulator, he worked more than 10 years in various capacities on the MATIF, the French Futures and Options Market; headed the Financial Sector of the East Asia and Pacific Region of the World Bank at the time of the East Asia 1997 financial crisis; was the Banking Supervision advisor with IMF Technical assistance center in the Middle East (METAC) and Central Africa (AFRITAC Centre). Prior to his retirement from the Banque de France, complementary to his banking supervision activities, he was the Chairman and Leader of the Joint Audit Taskforce of the European Central Bank in charge of conducting the review of the collateral management framework of the Eurosystem monetary operations; and, has been actively engaged in IMF technical assistance missions on banking supervision and regulation.
